National Hubs and Experts

The national support for the European City Facility for all calls from 2023 and beyond consists of National Hubs and Country Experts. The national hubs and country experts have been chosen based on experience and a proven track record of success. The two roles serve different purposes for applicants and beneficiaries to benefit from:

National Hubs

  • Supports in sharing the application rounds of the European City Facility

  • Guides on the deal-closing on investment concepts, to open up for financing or funding on the national level.

Country Experts

  • Provides hands-on guidance in the application process.

  • Offers technical & financial expertise in the preparation of the investment concept

  • Supports with the preparation of monitoring reports.

Climate Alliance

Climate Alliance (Klimabündnis) is a non-for-profit association founded in 1990. For more than 25 years, Climate Alliance member municipalities have been acting for the benefit of the global climate. Climate Alliance has more than 1,700 members spread across 26 European countries with many of them being from Austria.

Country Expert

Gunnar Will, Senior Manager, adelphi

Gunnar Will is Senior Manager Energy for adelphi and works in energy efficiency and energy campaigns. As a political scientist, Gunnar views climate protection as a joint task for business, politics and society. To this end, his projects help political clients design participatory processes. Gunnar provides support for groups and moderates exchange between various climate protection actors.

Mikaël Angé, Independent Consultant

Mikaël Angé is an expert in climate change policies and project development with more than 15 years of professional experience. He is currently a freelance consultant, acting as the European City Facility Country Expert and National Hub for Belgium, and senior climate change expert providing technical assistance to national and local authorities in the EU and beyond.

Enviros

Enviros is a member of the European City Facility consortium and is one of the leading consulting companies providing assistance in the field of energy, environmental and business in the Czech Republic, Central and Eastern Europe, as well as other parts of the world.

Country Expert

Vlasta Švejnohová, Senior Consultant, ENVIROS

Ms. Vlasta Švejnohová has more then 20 years of experience in projects administration and project implementation in the field of environment and energy efficiency. At her present position, she is the Czech country expert in the EUCF project and the driving force as National Hub. She has been also involved in organising trainings focused on energy efficiency for municipalities.

Croatia

National Hub

REGEA

REGEA is a regional energy agency and a recognized center of knowledge and excellence with references and projects throughout the European Union. Their team is a group of professional, ambitious, and positive people who, armed with knowledge and innovation, who are changing the way energy is managed in Croatia.

Country Expert

Josipa Arapović, Project Manager, REGEA

Josipa has experience as project manager on numerous EU projects in the fields of climate, environmental protection, sustainable development and agriculture, with successful results in implementing projects and representing the interests of various stakeholders at the national and EU level. In REGEA, she works on projects in the field of climate change adaptation and sustainable energy use.

Cyprus

National Hub

Cyprus Energy Agency (CEA)

CEA is an independent, non-governmental, non-profit organization, founded in 2009. Envisioning a just, inclusive, and climate resilient Cyprus, governed by the principles of sustainability, CEA acts both as a National Hub and Country Expert within the framework of the EUCF project, supporting the role of the local authorities in sustainable energy planning, to mitigate and adapt to climate change.

As a country expert, the Cyprus Energy Agency will organize country-based webinars for each call of the LIFE EUCF to inform interested applicants, and will support the LIFE EUCF team in delivering national-based support both, to potential applicants and selected ones. EC Network

EC Network A/S (EC Network or ECNet) is a leading Danish company in the field of sustainable energy, established in year 2000. The mission of EC Network is to make a professional contribution to the dissemination of sustainable energy and environmental systems and is active on EU research and promotion projects. EC Network is actively supporting potential Danish beneficiaries' participation in the EU City Facility. This goes hand in hand with EC Network's other activities in the field of energy and climate and promoting the green transition.

Estonia

National Hub

TREA

TREA focuses on the promotion of energy management and on key issues of the energy system of today and the future: energy efficiency, sustainable transport and renewable energy. Amoungst the core GOALS of TREA are promoting the implementation of sustainable energy and energy management solutions, and contributing to raising awareness on and qualifications for sustainable energy. They also support with energy planning, technical guidance of renovation, monitoring of the energy consumption and evaluating the environmental impact of cities/communities and can provide guidance on Sustainable Energy and Climate Action Plans.

Martin Kikas, TREA

As senior expert, member of the board in TREA with more than 10 years of experience. Martin has expertise on developing energy plans and conducting studies on energy management and CO2 inventories. Counseling and advising of local stakeholders in the field of energy management in Municipalities, also on bio-energy and energy performance of buildings

National Hub

Auvergne-Rhône-Alpes Energie-Environnement  (AURE-EE)

AURA-EE is the regional sustainability agency of the Auvergne-Rhône-Alpes region. The agency aims to promote, co-ordinate and develop programmes and actions in favour of sustainable energies in the building and transport sectors, climate, and sustainable development. The agency has a long-standing European experience, in developing, coordinating, and participating in EU funded projects.You can sign up for their newsletter here.

Rogelio Bonilla, Project Manager, AURA-EE

Rogellio Bonilla is a project manager in European and International affairs at the energy and environmental agency of the Auvergne-Rhône-Alpes region. His work consists in drafting and managing European projects and he have been working as the National Contact Point for EUCF for several years. He is looking forward to help French municipalities to develop their sustainable energy transition projects.

Ekokumppanit (Ecofellows)

Ekokumppanit (Ecofellows) provides information, counseling, training and expert services based mainly in the Tampere region in Finland. They promote a sustainable lifestyle and business for example in the sectors of energy, circular economy and nature. It is a nonprofit organization owned by the city corporation of Tampere.

LENERG Energy Agency Nonprofit Llc. is a local public organization, operating at county level as an energy agency located in Debrecen, North Great Plain region of Hungary but working with entities involved in energy efficiency from all over the country. LENERG works in close cooperation with public and private actors and supports to achieve sustainable development goals. It has built its relevant partnership with professional organizations at national and European level.

Anita is an international project manager at LENERG and supports this program based on her experience in project management and project management assistance at SME, university, R&D, public organisations

Alleanza per il Clima Italia (Climate Alliance)

Alleanza per il Clima Italia coordinates the European Network Climate Alliance in Italy. Its main activity is to promote and mainstream climate policies into the daily functioning of public administrations for an integrated sustainable local and regional development. Icelandic Association of Local Authorities is the forum for co-operation between the local authorities. The functions of the office of the Association of Local Authorities in Iceland are to: Implement the association′s policies, Defend the interests of the municipalities, Provide information on particular aspects of local authorities, Publish material concerning local authorities.

Gyda Einarsdottir, Project Manager for Green and Smart Projects, IALA

Gyda assists municipalities in Iceland in financing and realizing their projects in the field of environment and climate actions. She can support identifying potential partners and stakeholders, as well as designing and framing projects in a way that will increase the odds of financing. She also facilitates participation in EU Programmes such as LIFE and Horizon Europe.

Diane Cassar is an Electrical Engineering by profession, specializing in the field of energy. Her main interests concern renewable energy technologies, energy efficiency in buildings, energy management and e-mobility. Diane joined MIEMA in 2010 and presently leads the Projects Department within the agency and serves as Secretary to the Management Board.

Mazovia Energy Agency

Mazovia Energy Agency was established in 2009 by the Mazovian Voivodeship to set up energy policy and support public and private institutions in energy planning and investment development. MAE performs tasks for the protection of the environment, energy conservation and the promotion of rational, environmentally friendly energy use, supporting local governments, SMEs and local communities.

Porto Energy Agency (AdEPorto)

AdEPorto is the energy agency of the Porto Metropolitan Area, North of the Douro River, aggregating 10 municipalities and 22 other associate institutions, both private and public, from different sectors. It is a non-profit private organisation, established in 2007, and covers a population of over 1 million people and an area of around 1.000 km2.

ALEA

Alba Local Energy Agency – ALEA established in 2008 is a nonprofit organization that aims to contribute to the sustainable development in "Centru" Development Region in Romania improving the current situation in energy efficiency, energy management and energy use from renewable sources. ALEA has been involved in over 15 EU projects and is an official supporter of Covenant of Mayors for Climate and Energy.

Energy and Climate Agency of Podravje (ENERGAP) is regional centre of knowledge and ideas to implement sustainable energy and climate projects. It supports the introduction of good energy management practices, advocate the concept of sustainability, provide information and guidance, and offer a number of other local services based on specific local energy needs. ENERGAP operate impartially on both energy demand and supply issues and reflect the local situations, economic and social circumstances and the geographical size of the relevant local area.

The Energy Agency Southern Sweden are owned by municipalities and regions in Blekinge, Kalmar, Kronoberg and Skåne counties in the southern part of Sweden. As a regional energy agency we aim to support and facilitate improvements in energy efficiency and increase the supply of renewable energy sources, through initiatives and activities towards private and public operators.

Lena has 25 years of experience with international projects focused on strategic energy development in the public sector, behavioural changes in households and workplaces, awareness raising campaigns, training, workshops and conferences. She is working on the regional, national, and international level and well experienced in developing, coordinating, and managing projects within the energy field: rational use of energy, energy efficiency, renewable energy, and more.
