Financing climate actions in cities

In this workshop, the European City Facility (EUCF) joins forces with the Covenant of Mayors (CoM) and the H2020 PROSPECT project to discuss the implementation of financing schemes for climate & energy at local and regional level. By bringing together Covenant signatories, supporters and coordinators, it will create a unique opportunity to move forward on the NECPs.

The CoM is the world's largest movement for local climate and energy actions, gathering 10 000+ local and regional authorities across 57 countries committed to achieving and exceeding the EU climate and energy targets.

Building on the 10 years it has been in operation, the CoM community has experienced a significant need to boost investment in local climate actions. The CoM has therefore issued several publications and organised initiatives and events on financing and funding opportunities for its community, building on the experience of its signatories, coordinators and supporters. This workshop will harness this extensive experience and look at new initiatives like the European City Facility and the PROSPECT peer-to-peer learning programme to overcome the financial gap between local climate action planning and implementation.

PROSPECT builds on successful financing schemes implemented in cities and regions in the European Union to help local and regional authorities launch their own investment programme. Over the past three years, over 200 local/regional authorities and agencies have been able to talk and learn about innovative mechanisms to finance their sustainable energy and climate projects.

Financing local authorities' sustainable energy and climate projects is hindered primarily by lack of internal capacity to identify and implement financing schemes and investment programmes. In this workshop, we will use the insights of the PROSPECT peer-to-peer learning programme to enhance cities' ability to attract investments based on their strengths and weaknesses.

The EUCF steps in by overcoming the financial barriers highlighted by its predecessors. By helping municipalities and local authorities to transform their climate and energy action plans into real investment concepts, the EUCF bridges the gap between planning and implementation of local sustainable energy actions.

A series of calls will run during the lifetime of the initiative for cities to apply for and benefit from the EUCF grant. Considerations after the closing of the first call will be presented during the workshop. The key role of the EUCF will be discussed in synergy with CoM and PROSPECT activities to maximise its impact.
